Pharmacy Quality Scheme (PQS)


The 2020/21 Pharmacy Quality Scheme (PQS) has two parts. The focus of Part 1 is ensuring community pharmacy contractors and their teams have put in place all reasonable measures to respond to the COVID-19 pandemic, protecting both themselves and the people using their services.  The scheme is also a gateway requirement for Part 2, which is also focused on activities that support the response to and recovery from the COVID-19 pandemic.

Part 2 of the scheme has been developed to incentivise quality improvement in areas that support the COVID-19 response by including criteria that improve patient safety and outcomes.

Aspiration payment - 14th September 2020 to 9th October 2020 

Contractors can claim an Aspiration payment for PQS. The Aspiration payment must be claimed between 09:00 on 14th September 2020 and 23:59 on 9th October 2020 through MYS portal. Contractors are strongly advised to make a claim for the aspiration payment as this will provide a welcome boost to pharmacy cashflow.  For further details see PSNC website:  https://psnc.org.uk/our-news/pqs-aspiration-payment-window-opens/


PQS for First Part of 2020/21

The Pharmacy Quality Scheme (PQS) for the first part of 2020/21 focuses on ensuring community pharmacy contractors and their teams have put in place all reasonable measures to respond to the COVID-19 pandemic, protecting both themselves and the people using their services.

Scheme Requirements

To meet the requirements of the new scheme, contractors need to complete all 14 actions set out in a checklist, all of which relate to the response to the pandemic; many contractors will already have undertaken most if not all of the actions in the checklist over the last few months. View the Part 1 2020/21 PQS Checklist and PSNC support materials.

Funding and Claims

The funding made available for the scheme is £18.75m and all contractors meeting the requirements can claim a payment of £1,630 via the NHSBSA’s Manage Your Service (MYS) portal. Claims via MYS can be made between 14th July 2020 and 23:59 on 29th January 2021.

PQS: Part 2 2020/21

The PSNC has now published additional guidance regarding the Domain criteria and actions relating to PQS part 2 20/21.


Scheme Requirements

There are five domains each with its own component criteria to achieve; all criteria in a domain must be completed to be able to claim a payment for that domain.

Domain 1 - Infection Prevention & Control and AMS
Domain 2 - Prevention
Domain 3 - Risk management
Domain 4 - Primary Care Network - Prevention
Domain 5 - Primary Care Network - Business continuity

Funding and Claims

The funding will be divided between qualifying pharmacies based on the number of points they have achieved up to a maximum £96 per point. Each point will have a minimum value of £48, based on all pharmacy contractors achieving maximum points and relative to the volume of prescriptions dispensed over a 12 month period.
